Staff recommended approval contingent on a modified technical review to ensure all development requirements are met; the plan commission provided a due‑pass recommendation and staff reported 25 mailed notifications with one phone call in opposition from an adjacent shopping‑center owner concerned about parking and hours. A supporter, Carson Greathouse, spoke in favor describing local outreach programs the ministry performs.
The board approved the special exception with the staff‑recommended condition to complete the technical review.
