Ruthven council approves split grant match for Freedom Rock Park, moves forward on tree removal and building replacement

RUTHVEN, Iowa — The Ruthven City Council on Nov. 12 approved a package of routine and local projects, including a shared grant-match commitment for park landscaping, authorization to solicit bids for tree removal, and acceptance of a private bid to replace a downtown building.
Mayor Dustin Johnson presided over the meeting at the Ruthven Social Center. The council first approved the Oct. 22 meeting minutes, the claims report, the clerk’s financials and the Street Finance Report following a motion from Councilor Morgan Miller and a second from Councilor Maya Cacek; the vote was recorded as aye from Councilors Mitch Anderson, Hailey Derrickson, Miller and Cacek (Terrence Williams was absent).
Jay Schoning, representing LIRBA, told the council the organization intends to reapply for a grant to landscape Freedom Rock Park and asked whether the city would split the required 25% local match so each party would pay 12.5%. Councilor Maya Cacek moved to approve the proposed match arrangement, Councilor Morgan Miller seconded, and the motion passed with Anderson, Derrickson, Miller and Cacek voting yes; Williams was absent. The council record does not specify the total project cost or dollar amounts associated with the match.
On a separate item, council members reviewed a resident letter about a rotten tree at 1807 Washington St. and authorized staff to solicit bids to remove the tree. That motion was offered by Miller, seconded by Cacek, and approved unanimously among those present.
The council also approved a bid from Cory Elbert to build a replacement building at the corner of Gowrie and Main. The motion was made by Cacek, seconded by Miller, and passed with the same four ayes recorded; the council minutes do not provide the bid amount or construction timeline.
Councilor Cacek moved to adjourn at 6:45 p.m.; Councilor Miller seconded and the meeting ended.
