Ruthven council approves minutes, pay application No. 14 and change order No. 5

Ruthven — The Ruthven City Council on Dec. 10 approved routine consent items including the Nov. 12 meeting minutes, the claims report, the city clerk’s financial statements and the Street Finance Report, then voted to accept pay application No. 14 and change order No. 5 on ongoing public-works work.
The approvals were acted on as part of a series of motions. Councilmember Morgan Miller moved to approve the minutes, claims report, clerk financials and the Street Finance Report; Councilmember Maya Cacek seconded, and the motion passed with Councilmembers Mitch Anderson, Hailey Derrickson, Morgan Miller and Maya Cacek voting aye and Terrence Williams absent.
Miller later moved and Councilmember Hailey Derrickson seconded approval of pay application No. 14; that motion carried with the same four affirmative votes and one absence. Councilmember Hailey Derrickson moved and Councilmember Mitch Anderson seconded approval of change order No. 5; the council again voted 4–0 to approve, with Williams recorded as absent.
The meeting record lists city employees Jessica Schneider and Dave Conlon and members of the public in attendance. The council adjourned at 6:56 p.m.
All vote tallies were recorded in the meeting minutes as "Ayes: Anderson, Derrickson, Miller and Cacek; Absent: Williams."
