Councilman Michael Poyer told the council that responsibility for replacing lead service lines rests with the homeowner for the portion from the curb box to the house, while the borough must identify lines on its side and prepare an inventory and plan for the New Jersey Department of Environmental Protection (DEP).
Attorney Robert McBriar advised the council to convene a meeting with the water operator, DPW representatives and the water liaison (Councilman Poyer) to assign inventory tasks. McBriar said he would forward a DEP facts-and-questions sheet that outlines municipal responsibilities and timelines for filing. Clerk Robin Hough and others described survey options used by other towns (mailings, online questionnaires) to help compile the inventory.
