The Borough of Ogdensburg Council met May 22, 2023, and adopted Ordinance 04‑2023 to add a wildlife‑feeding prohibition to Chapter 18 of the borough code, authorized insertion of a $25,000 Water Resources Planning Management Stormwater Assistance Grant into the 2023 budget, approved redemption of third‑party tax sale certificate #2022‑002 for $31,702.65, and voted to have Mayor George P. Hutnick select two streets in Ogden Hills to nominate for a New Jersey Department of Transportation paving grant.
Councilwoman Cowdrick moved adoption of Ordinance 04‑2023, amending the Municipal Separate Storm Sewer System (MS4) chapter to add Section 18‑2, "Wildlife Feeding." Councilman DeMeo seconded; Mayor Hutnick opened the meeting to the public and heard no comments. On roll call the ordinance passed unanimously: Ciasullo, Cowdrick, DeMeo, Poyer and Ruitenberg voted yes. The ordinance was adopted at the meeting.
The council also approved Resolution 46‑2023 under N.J.S. 40A:87 to request the Division of Local Government Services insert $25,000 into the borough’s 2023 budget as revenue and an offsetting appropriation for a Water Resources Planning Management Stormwater Assistance Grant. The measure was listed on the consent agenda and approved by roll call.
As part of consent business the council approved Resolution 45‑2023 to redeem third‑party tax sale certificate #2022‑002 (Block 14 Lot 1, 25 Kennedy Ave.). The tax collector, Regina Flammer, advised payment totaling $31,702.65 was received; the council authorized issuing a check in that amount to NJSL 301 LLC.
Council members also introduced Ordinance 05‑2023, to add Section 18‑3 ("Litter Control") to Chapter 18; Councilwoman Cowdrick moved and Councilman DeMeo seconded the introduction. A public hearing on Ordinance 05‑2023 was scheduled for June 12, 2023.
On the topic of road paving the council discussed which streets to nominate for NJDOT grant funding and referenced Adams and Lincoln among streets in poor condition. Solicitor Carly Clinton advised a formal vote to place the decision on the record. Councilman DeMeo moved and Councilwoman Cowdrick seconded a motion delegating to the mayor the selection of two roads in the Ogden Hills neighborhood for the DOT application. The motion passed on roll call (Yeas: Ciasullo, Cowdrick, DeMeo, Ruitenberg; Abstain: Poyer; Absent: Alvarez). The mayor will notify the clerk of the specific roads.
Recreation and staffing matters included a report from Councilwoman Cowdrick that Heaters Pond currently has two lifeguards and a pending applicant finishing certification; she tentatively proposed opening the pond on June 17 and keeping it open through approximately the first week of August, subject to staffing and county paperwork.
The council approved routine voucher payments and department finance reports, including current fund disbursements listed in the meeting record (current fund checks totaling $105,817.64; grant fund and other items noted on the check list). The meeting was adjourned at 7:23 p.m.
What happens next: Ordinance 05‑2023 is set for public hearing on June 12, 2023; the mayor is to notify the clerk of the two roads selected for the DOT paving application. No executive session was held and there were no public comments at this meeting.
