Murfreesboro council approves school roof contract, zoning changes and several routine items in July workshop

Murfreesboro — The City Council approved a series of routine and substantive items during its July 9 workshop, including procurement and land-use actions affecting schools, housing and development standards.
Council approved change order No. 3 for a housing rehabilitation at 519 East State Street, a staff presentation showed a change amount of about $3,625 and the motion passed on a roll-call vote. The council also approved a notice of award for Scales Elementary School’s roof restoration; staff said Escola LLC was the lowest responsive bidder at $718,788 to apply a fluid-applied membrane to about 135,000 square feet of roof.
On land use, council conducted second-and-final readings and approved multiple rezoning ordinances listed in the agenda (cited in the hearing as Ordinance 26oz23, Ordinance 26oz24 and Ordinance 26oz25), and it approved an ordinance setting the Fiscal Year 27 tax rate on second reading. The council also voted to adopt a resolution (Resolution 26R30) expressing support for updated design guidelines and standards after staff and the planning commission completed a multi-month review.
In a separate action, council amended a purchase-and-sale agreement to transfer a city parcel to the nonprofit Journey Home for $1 with clawbacks that require Journey Home to show how proceeds will be used; that motion passed on a roll-call vote. Staff said the transfer is intended to support Journey Home’s operations and parking expansion tied to its shelter and interim housing work.
