Campbell approves OBAG grant application authorization and retains Measure O tax rate for 2026–27

Transportation staff recommended submitting a VTA OBAG grant application for the Campbell PDA Enhancements Phase 3 project, a proposed reconfiguration of the Civic Center Drive and Harrison Avenue intersection adjacent to the Campbell Library. Matthew Ju said the project would reshape the skewed signalized intersection to a conventional T‑intersection and slow turning speeds. Total project cost is estimated at $1,770,000; a $250,000 federal grant is secured, leaving an unfunded balance of about $1,520,000. Staff recommended a 21% local match to strengthen the application; staff estimated a 21% match would require approximately $320,000 in local funds.
The council voted to authorize the public works director to submit the OBAG application.
On a separate finance item, staff presented the proposed Measure O tax rate for FY 2026–27 (staff recommended keeping the rate at about $17 per $100,000 assessed value). Resident Steve Saunders urged the council to consider a policy limiting annual rate declines to 2% so the dollar burden on current property owners would not rise late in the bond term. After discussion, the council adopted the tax‑rate resolution as presented by staff.
