Ottawa council adopts routine payroll, proclamations, bridge appropriation and event permits

OTTAWA, Ill. — At its regular meeting on May 5, the Ottawa City Council approved a slate of routine and administrative items including payroll and expense warrants, proclamations, event permits and multiple resolutions and ordinances.
Mayor Pro Tem Wayne E. Eichelkraut Jr. moved to approve the biweekly salary payroll for April 24, 2026, totaling $640,781.50 and the bimonthly expense report showing $748,339.73 in expenses; both motions were seconded and passed unanimously. The council also adopted a proclamation naming May 10–16, 2026, as National Police Week, and Commissioner Ganiere presented years-of-service awards to members of the Ottawa Police Department.
Commissioner Marla K. Pearson moved adoption of resolutions authorizing an agreement with the State of Illinois’ Department of Transportation for the US Route 6 Fox River Bridge Replacement Project and appropriating $1,742,819.00 of City funds for that project; both motions were seconded and approved unanimously. Pearson also moved approval of temporary street closures for Annual Cruise Night (June 19) and the Ottawa Family Pride Festival Parade (June 13), and the council approved quotes for a fuel pump card master replacement ($13,140.25), a Water Department fuel management system ($19,848.45), and a dog park shelter ($14,061.20) to be funded from specified local funds.
Other actions adopted without recorded opposition included a maintenance agreement with Marseilles Sheet Metal Inc. for Police and Fire facilities, an amendment to the employment agreement with Daniel Pond (Community Development Assistant), certificates of appropriateness for three downtown properties, and a Plan Commission-recommended rezoning of 414 Gentleman Road from Class A-2 to R-R. The council received and placed on file departmental reports from Police Chief Michael J. Cheatham and Fire Chief Brian R. Bressner, Registrar Shelly L. Roalson’s report showing 37 death certificates issued with fees of $3,447.00, and a Parking and Adjudication report showing $7,200.00 in fines collected for April 2026.
All motions were seconded and recorded with four ayes (Ganiere, Pearson, Barron and Mayor Pro Tem Eichelkraut) and no nays. The meeting concluded with an announcement about a 'Kites in Flight' event at Peck Park on May 16–17 and a unanimous motion to adjourn at 7:23 p.m.
