State to fund Seabrook rail‑trail engineering; construction expected 2027–28, selectmen to arrange maintenance

Harold Eaton told the Seabrook Planning Board on May 18 that the Board of Selectmen has received an agreement from the New Hampshire Department of Transportation regarding the town's rail trail and that the town’s legal counsel has reviewed the agreement. Eaton said Scott Bogle from the regional planning commission conveyed that funding for the project is included in Seabrook’s 10‑year plan and that the state will cover engineering and construction costs.
Justin Packard told the board engineering and construction work is expected to begin in 2027–2028. Eaton added the Board of Selectmen intends to enter into an agreement with the Friends of Seabrook Rail Trail to assume responsibility for maintaining the trail.
Board members discussed where the rail‑trail project sits in town planning and asked for timing and funding clarifications; Janvrin and staff will follow up with relevant parties on the engineering schedule and any agreements required between the selectmen and the Friends group.
