Staff responsible for landfill parcel work told commissioners that McCoy Creek assessments have been applied to some properties and that a review of aerial and parcel data shows a mix of parcels receiving services but not always being assessed fees. The staff member presented two options: (1) continue collecting fees on county tax rolls for parcels with improvements and then remit funds to the receiving jurisdiction, or (2) remove the parcels from county billing and let the receiving jurisdiction collect and retain fees.
Staff said some parcels near Grayslake appear to be serviced by another entity and that Swan Valley’s transfer station audits vehicles entering their site. Commissioners directed staff to research parcel ownership and service patterns and return with a recommendation. The item was not on the agenda and was treated as a staff update; staff will bring a formal proposal back to the board.
