Palmyra provides updates on redevelopment, Conifer affordable units and Rt. 73 warehouse lease

Borough Administrator Mr. Gural told the council on March 2 that multiple redevelopment projects are moving forward while others remain pending permit or financing steps.
Mr. Gural said a lease has been signed for full use of warehouse two at the Rt. 73 South redevelopment area with EDA Cloud International. He reported that the Conifer project, described in the meeting as a 102-unit affordable housing development, currently has 24 units not yet rented and that the developer expects to secure permanent financing by the end of the month; at that point the borough’s Pilot payment will be due.
Mr. Gural also said the Land Use Board has directed that a development plan be prepared for the Pamarco & Armotek site at 701 Roto Avenue. On the Sea Box/ELM Office LLC redevelopment (the former Knights of Columbus property), he said the project is waiting for state permits. On several other sites (Outlaw Training & Fitness; former Palmyra Liquor Store; Callahan Chemical) he indicated there was nothing new to report.
William Kirchner of engineering firm ERI told the council that three public-works projects — Stormwater inlet upgrade, the 2025 Road Program and 2025 Miscellaneous Sewer Repairs — are out to bid, with bid openings scheduled for March 24.
The council’s minutes record that the borough plans to satisfy its fourth‑round COAH affordable‑housing obligation of 31 units through the Pamarco/Armotek redevelopment, per remarks recorded in the packet and read at the meeting. Several project milestones remain contingent on outside approvals and securing financing, according to the administrators’ updates.
