Paramus council approves developer agreement, hires patrol officers and signs off on multiple municipal projects

The Borough of Paramus Mayor and Council on March 24 adopted several ordinances and resolutions, appointed new patrol officers to the police department and authorized contracts and purchases for municipal projects.
At the meeting, council members unanimously adopted Ordinance 2026-09, which amends convenience fees for municipal payments, and Ordinance 2026-10, which amends Chapter 453 § 453-11 on restitution. Ordinance 2026-11, which would amend Appendix A460-21 (fees for golf and country clubs), was introduced on first reading and carried on motion.
In a non-consent vote, the council approved Resolution No. 26-03-204 to appoint the listed individuals to Patrol Officer Step 1 for the Paramus Police Department at an annual salary of $50,607. The motion was moved by Councilman Antonio, seconded by Councilman Kaiser, and passed 6-0.
The council authorized the mayor and borough clerk to enter into a developer's agreement with Russo Development for the Bergen Town Center site under Resolution No. 26-03-205. The motion passed unanimously.
A settlement resolution discussed in closed session (Resolution No. 26-03-206) was approved on a 5-1 vote, with Councilwoman Rizzo recorded as the lone nay.
By consent the council also authorized a set of administrative and procurement measures, including payment of bills, transfers of appropriation reserves and several purchases: a one 18-inch drum-style chipper for $79,468.40 and landscaping supplies for $128,596.06. The council approved change orders and project-related expenditure adjustments for Midland Avenue Field improvements.
The council accepted engineering proposals from Neglia for several municipal projects: $43,700 for professional engineering services for the Cliff Gennarelli Paramus Sports-Plex and $38,200 for exterior ADA improvements at various municipal facilities. The borough also authorized the mayor to sign a NJDEP Treatment Works Approval application for UE Bergen Mall Owner, LLC, 210 Route 4 East (Resolution No. 26-03-189), as recommended by Neglia.
Other personnel resolutions on the consent agenda authorized EMS and library staffing changes, part-time salary adjustments in the golf department and internal transfers in the police communications division.
The public portion of the meeting included a comment from a resident, Mr. Calle, who raised concerns about property tax increases for some households, tree removal at a Dunkin' Donuts site, Route 17 traffic and trailer parking on a dead-end street; Mayor DiPiazza and borough staff offered to follow up and review specific addresses and signage with county/state agencies.
The meeting recessed into closed session at 7:05 p.m. for personnel and litigation matters and reconvened at 7:20 p.m. The meeting adjourned at 7:26 p.m.
