Shelby council approves truck purchase, recreation and infrastructure bids, housing draws and a pay raise

The Shelby City Council on July 15, 2025 approved a series of purchases, bids, fund transfers and personnel actions during a single motion block.
On a motion by Council member Pat Honeywell and second by Jackie Hursey, the council approved Resolution 7-25-1-A to make various fund transfers by recorded roll call of all ayes. The council then approved purchase of a 2016 F-550 4x4 bucket truck for $41,500; that motion passed on a recorded roll call with Honeywell and Hursey voting yes and Traci True voting no.
The council accepted a $54,790 bid from Tri-State Snap Sports for construction of pickleball courts and approved two Schraeder bids to convert overhead lines to underground — $57,737 for Bluff St. to Center St. and $59,937 for Center St. to Border St.; those contracts were approved by unanimous roll calls. The council approved fourth draws for housing repairs: $35,116 for the Willett house (Angela Fritz) and $31,000 for the Daniels house, totaling $66,116 for drywall completion; disbursement is contingent on Mayor Ron Kroll’s inspection and receipt of lien waivers.
Council approved a $4.00-per-hour raise for Chad Gordon based on advanced EMT certifications, bringing his hourly pay to $41.47. The council also approved replacement of nine lights at the Cardinal Lofts gym at $2,586.92; in exchange the Shelby Fire Department will receive rent-free use of the gym for events until the repair value is used. The council directed Clint Fichter to prepare a contract documenting the repairs and the use agreement with Shawn Foutch.
Finally, the council approved the July 15 claims list on a motion by Karen Schlueter, seconded by Todd Frank, and adjourned at 8:47 p.m.
