Shelby City Council approves contracts, housing loan and schedules $1.5M line-of-credit hearing

Mayor Ron Kroll presided over the Shelby City Council’s Aug. 5 regular session, during which the council approved routine consent items, several contracts and a homeowner loan and set a public hearing on a proposed line of credit.
The council approved the meeting agenda and passed the consent agenda, which included minutes from July 1 and July 15, approval of bills and a liquor license for “Loves.” Councilmember Pat Honeywell moved to approve the agenda; Councilmember Karen Schlueter seconded and the motion carried on a roll call vote with all members present voting aye.
The council voted down a motion to approve an Economic Grant application from Shelby County State Bank (SCSB) for exterior work at 421 East Street in the amount of $8,875. Councilmember Karen Schlueter moved to approve the grant, seconded by Jackie Hursey; the motion failed after council members said additional information was needed and the council agreed to explore a tax increment financing development agreement as an alternative.
The council tabled a separate Shelby County State Bank economic development grant application until the Aug. 19 meeting (motion by Schlueter, seconded by Hursey; roll call: all ayes).
Other approvals included a listing contract with Jamie Leaders Realty to market remaining lots in The Meadows Subdivision, at a fee of $3,000 per lot if sold; the contract with Western Engineering for the M‑16 project; and final payment of $24,041.09 to T.K. Concrete for the Trail Expansion project. All passed on roll call votes with the four councilmembers present voting aye.
The council approved a five‑year forgivable loan of $5,000 for the property at 701 Spring, submitted by applicant Kaden Stoller; the loan will be secured by a mortgage on the property (motion by Schlueter, seconded by Hursey; roll call: all ayes).
A bid for demolition of the Old Shell station was tabled so the mayor can seek clarification from bidders. The council also approved Resolution 8‑25 to set a public hearing on the Project Line of Credit Note Series 2025A, not to exceed $1,500,000, with the hearing scheduled for Aug. 19.
