Shelby City Council advances $350,498 for Taylor building, sets Oct. 7 ambulance loan hearing and approves assessments

The council convened at 7:00 p.m. with Mayor Ron Kroll presiding. Councilmembers Pat Honeywell, Todd Frank, Traci True, Jackie Hursey and Karen Schlueter were present. The council approved the meeting agenda by motion of Councilmember Pat Honeywell, seconded by Todd Frank; the roll call vote was all ayes.
Why it matters: the approved advances and assessments affect the city’s near-term cash flow and property owners where specific repairs are charged to parcels. The Oct. 7 public hearing will decide whether the city pursues an Essential Corporate Purpose Loan, with the Fire Service Bureau seeking up to $150,000 to equip Shelby Fire & Rescue with a new ambulance.

• Property assessment approved: By motion of Pat Honeywell, seconded by Karen Schlueter, the council approved an assessment of $10,650.00 to the property at 800 Center Street to cover sewer and water issues. Roll call: all ayes; motion carried.
• Zimmerman Housing Development Agreement tabled: Councilmember Pat Honeywell moved, and Jackie Hursey seconded, to table the Zimmerman Housing Development Agreement until the Oct. 7 meeting. Roll call: all ayes; motion carried.
• Claims list: The Sept. 16, 2025 claims list was approved on motion of Karen Schlueter, seconded by Pat Honeywell. Roll call: all ayes; motion carried.
The council confirmed there were no conflicts of interest before proceeding. The meeting adjourned at 8:12 p.m.
The council will reconvene Oct. 7; that meeting will include the public hearing on the ambulance loan and the previously tabled Zimmerman Housing Development Agreement.
