Shelby City Council approves ambulance loan, several infrastructure advances and begins process to end water fluoridation

Shelby — The Shelby City Council on Oct. 7 approved a loan agreement of up to $150,000 to help buy a new ambulance, authorized advances from a line of credit for several infrastructure projects, approved routine payments and asset sales, and voted to begin the process of ending the city’s practice of adding fluoride to the municipal water supply.
The council opened its regular session at 7:00 p.m. with Mayor Ron Kroll presiding. After unanimous approval of the meeting agenda and the consent agenda, the council held a public hearing under Iowa Code 384.24A on a proposed loan to purchase an ambulance. "Hearing no objections," Mayor Kroll closed the hearing at 7:04 p.m., and the council adopted Resolution 10-253 approving the loan agreement with the Fire Service Bureau on a motion by Council member Pat Honeywell, seconded by Todd Frank. The roll call was unanimous.
The council also approved a five-year forgivable housing loan of $5,000 to applicant Jeff Gamblin for the purchase of 507 Des Moines Street, pending bank approval; accepted a sealed bid of $8,500 from the City of Treynor for the city’s 1995 Ford bucket truck; and approved a contractor payment to Western Engineering for $155,842.31.
Two separate resolutions authorized advances from the city’s line of credit. Resolution 10-25 authorized a $125,677.05 advance to pay for an electrical project, and Resolution 10-252 authorized a $252,079.81 advance to cover several projects including a proposed pickleball court and street work. Both measures passed by unanimous roll call.
On a motion by Honeywell, seconded by Schlueter, the council voted unanimously to "start the process to terminate the practice of adding fluoride to the water," citing safety concerns about storing fluoride and additional costs associated with the chemical. The motion approved only the start of the process; no final policy change was recorded at the meeting.
Cydney Shriver provided a brief update on marketing and social media advertising for the city; no formal action accompanied the presentation.
The council then voted unanimously to adjourn to closed session under Iowa Code 21.5(j) to discuss the purchase of particular real estate; the meeting recessed to closed session at 8:02 p.m. and reconvened at 8:25 p.m. After reconvening the council instructed staff member Jamie Leaders to proceed with the original offer to Shawn Foutch to purchase the Old School gymnasium. That instruction was adopted on a motion by Council member Karen Schlueter, seconded by Todd Frank, by unanimous roll call. The meeting adjourned at 8:40 p.m.
