Windsor superintendent cites park safety work, tree removals and a resolved coliform alert

David M. Decker, the Village of Windsor's streets and water superintendent, described a string of maintenance and safety items at the board's June 4 meeting, including park repairs, multiple tree removals and a water-sampling incident that officials said did not require a boil-water notice.
Decker told trustees the gazebo steps were finished; once the concrete fully cures crews will patch and apply a durable epoxy paint to the main deck. Crews used leftover concrete to install a pad under a bench and repainted the bench on the village green.
Decker said two pine trees on Gary Drive were removed over two-and-a-half days and that the board approved asking contractor CCR to inspect and provide a price to remove a large, cracked tree at the small park on Ford Street that a neighboring homeowner fears could fall on a shed. Trustee John R. McNulty praised the tree-removal work on Gary Drive.
A resident in attendance, Ruth Seward, asked Decker to inspect low-hanging branches on Kent Street that are striking buses; Decker said he would check and address the problem.
Decker also reviewed problems from the recent cleanup day: Casella left dumpsters at the park longer than expected and one dumpster fell off a pickup during collection; village and Town staff had to reload contents. Decker said the village may contact Snow's for dumpster service next year.
On park conduct, Decker said Gary Phelps has been officially trespassed from the park after repeated disturbances and that sheriff's deputies were called to the park prior to the board meeting that night.
On water matters, Decker said Shiner and Sons Plumbing completed a plumbing repair at the Phillips residence and that the village's new pump remains delayed, with expected delivery at the end of the month or early next month. He said one routine distribution sample initially showed the presence of coliform (no E. coli), but all follow-up samples, including a raw water sample from the well, were negative. "All is good and no boil water notice was needed," Decker said. The village's Annual Water Quality Report was finalized, submitted and posted on the village website.
Next steps: the board authorized CCR to provide a price for the cracked tree removal at the Ford Street park, Decker will inspect branches on Kent Street, and the village will proceed with finishing and seeding the green before the 250th celebration.
