The Green Tree project includes a new asphalt parking lot, detached garage, drive lanes, concrete walkways and on‑site stormwater practices including a bioretention basin. For the multifamily agreement, staff said final contract language remained under review by the city attorney and the developer’s counsel and asked the board to approve contingent upon the city attorney’s final sign‑off.
Skyline Drive contract award: Staff reviewed last month’s rejected bid — nearly double the earlier estimate — and described changes in the redesign that reduced excavation depth and clarified special provisions. City staff said rebidding produced a low bid of $108,572 from BMCI Construction and recommended awarding the work to BMCI with approximately 7% contingency for a total allocation not to exceed $116,000. Board members asked whether the redesign or changes in engineering reduced the cost; staff said shallower excavation and clarifications in the special provisions reduced quantities and lowered cost for items such as unclassified excavation and street work.
