Nonprofit’s petition missed the warrant; select board discusses alternate funding for $2,900 request

Board members discussed a petition warrant article submitted by the Public Health Council of the Upper Valley (formerly Mass Government Health Initiative) that apparently was turned in timely to town hall but did not appear in the warrant. A committee member raised the issue and asked whether the town had liability or options to remedy the omission.
A staff speaker told the board that although the petition appears to have been filed on time, "it's too late for a warrant article" under the usual process and that further research is needed to determine whether existing budget lines or contingency funds could be repurposed. The staff member suggested alternatives such as placing recurring items into the annual budget in future years or holding a separate public hearing and board vote to appropriate roughly $2,900 if the board approves doing so transparently.
Board members expressed a desire to try to remedy the omission, noting the nonprofit has petitioned for similar support in prior years. The town attorney or staff advised that using contingency funds may be allowable only for unanticipated revenue or specific line items, and that the legal structure for allocating budget funds outside the warrant needs clarification.
The board asked staff (and counsel) to research options and report back; no formal appropriation was made during the meeting.
