Shelby City Council approves consent agenda, authorizes negotiations for Cardinal Lofts

At a Sept. 2, 2025 meeting, the Shelby City Council approved a package of consent items and authorized a city negotiator to begin talks over the Cardinal Lofts property.
The council voted to approve routine consent items, including minutes from Aug. 5 and Aug. 19, the treasurer’s report and bills. The council tabled the Shelby County State Bank Economic Development Grant pending more information from the bank.
Council members approved a series of contracts and expenditures: a bid from John Deere for $8,100 to purchase a center-drive rotary cutter (mower); a $16,842.50 contract with Ten Point Construction to repair, clean and seal cracks on the city’s pickleball courts; a five-year forgivable housing grant of $5,000 for 500 Des Moines Street; and a sewer assessment of $3,710.97 for 800 Center Street, with Brockhoff Septic and Water to complete the work and the cost to be assessed to property taxes. Each item passed on motions recorded in the minutes as "all ayes."
The council also approved a buyer agreement authorizing Jaime Leaders of Leaders Realty to represent the city regarding Cardinal Lofts. Later in the meeting, after a closed session held under Iowa Code Section 21.5(h) to discuss the purchase of particular real estate, the council voted to have Jaime Leaders proceed with negotiations with Shawn Foutch regarding Cardinal Lofts. The minutes state no final action was taken during closed session.
During the public forum, Harley Spencer spoke about the city’s borrowing, saying the city has done a lot of good work but that "the amount of debt incurred needs to be slowed down." The minutes record no formal response to that comment.
All recorded motions and approvals in the minutes were carried by unanimous roll call votes of the members present: Traci True, Pat Honeywell, Todd Frank, Jackie Hursey and Karen Schlueter. The meeting adjourned at 8:35 p.m. and the minutes were signed by Mayor Ron Kroll and Deputy Clerk Michelle Mantell.
