Palmyra council appoints Anthony Foster to fill vacant seat

The Borough of Palmyra council voted to appoint Anthony Foster to a council seat vacated Dec. 23, 2025, passing Resolution 2026-71 at its Feb. 2 caucus meeting.
Councilmember Natasha Latimore nominated Foster and President Timothy Howard seconded the nomination. At the roll call, the motion carried with five yes votes (Richard Dreby, Natasha Latimore, John Liebe, Sean O’Connell and President Howard) and no votes recorded; Mr. Rosenberg administered the oath and Foster then took his seat on the dais.
The appointment fills the balance of a term that expires Dec. 31, 2026. Foster later briefly addressed the council to thank members for the welcome.
The council also used the opening portion of the meeting to swear in the Palmyra Fire Department’s 2026 officers, naming Michael Stokes as fire chief and listing deputy chiefs, captains, lieutenants and fire police officers for the record. Those sworn-in positions were ceremonial actions recorded immediately after the council appointment.
What happens next: the council will move forward with committee assignments and upcoming agenda items; Foster will serve on council through Dec. 31, 2026, unless other action is taken to change that timeline.
