Palmyra council approves consent agenda, awards road contracts and authorizes property lien; Fair Share Housing agreement pulled

On Dec. 15 the Borough of Palmyra Council approved Resolutions 2025-254 through 2025-261 — including personnel policy updates, two ERI road-program contracts and a lien on Block 72 Lot 3 — and removed Resolution 2025-262 (Fair Share Housing settlement) from the consent agenda pending receipt of the agreement.
Mayor Gina Ragomo Tait called the Borough of Palmyra Council to order on Dec. 15, 2025. The council approved a package of resolutions (2025-254 through 2025-261) by roll call vote after Mayor Tait read them into the record.
The package included: a resolution affirming the borough’s civil rights policy (2025-254); adoption of a revised Personnel Policies and Procedures Manual and Supervisory Supplement (2025-255) effective Dec. 15, 2025; two contract awards to Environmental Resolutions, Inc. (ERI) — Resolution 2025-256 awards design services for the 2026 NJDOT Road Program (not to exceed $85,500), and Resolution 2025-257 awards construction services for the 2025 NJDOT Road Program (not to exceed $62,000); Resolution 2025-258 authorizes Change Order #1 to Wind River Environmental, LLC reducing the contract by $3,102.90 to a total of $112,900.46 per ERI’s recommendation; Resolution 2025-259 amends and upgrades the Deferred Compensation Plan; Resolution 2025-260 authorizes a $52,000 transfer in the 2025 municipal budget; and Resolution 2025-261 authorizes a lien on Block 72 Lot 3 for property-maintenance violations.
The motion to enact the consent package was made by President Timothy Howard and seconded by Council Member Natashia Latimore. The roll-call vote recorded all six members present voting in favor: Richard Dreby, Natashia Latimore, John Liebe, Sean O’Connell, Jessica O’Connor and President Howard.
Resolution 2025-262, which would have approved a settlement agreement with Fair Share Housing Center, was removed from the consent agenda at the request of Mr. Gural because the borough had not yet received the settlement agreement from Fair Share Housing. Mayor Tait indicated the resolution would not be considered until the borough had the agreement in hand.
The council also approved the November 2025 Treasurer’s Report by roll call during the same meeting.
Why it matters: The ERI contracts commit borough funds for design and construction work tied to the NJDOT road programs for 2025–2026 and the lien affects enforcement action on a property in Block 72 Lot 3. Delaying the Fair Share Housing settlement keeps the agreement off the borough’s books until documentation is received.
The council scheduled its Reorganization meeting for Jan. 3, 2026, at 11:00 a.m. The meeting adjourned at 6:07 p.m.
