Superintendent Van Geskam explained the methodology: technicians "go valve by valve" and use a sound-detection device to take readings, then return to pinpoint and repair detected leaks. Staff said older areas tend to show more leaks but leaks can occur citywide.
The council also approved Resolution 2026-79 to purchase distribution transformers from United Utility Supply for $54,216 to support the underground replacement program; staff noted pricing relies on a previously approved purchase schedule but warned of possible commodity-price escalation.
Votes and next steps: All items passed 6–0 with four council members absent. Staff will proceed with contract procurement and planned leak-detection work; public-works staff will provide follow-up as repairs are identified and scheduled.
