CIP committee approves corrected August minutes and discusses member appointment process

The Capital Improvements Program Committee approved amended minutes from its Aug. 12, 2025 meeting and discussed committee membership and appointment authority at its April 28 meeting.
Members reviewed suggested corrections to the August 12 minutes, including changing an incorrect attribution from Mr. Kenney to Mr. Regan and removing an unnecessary capitalization of the word "Column." Paul Regan moved to approve the minutes as amended; Daniel (Buz) Kenney seconded. The motion carried 5-0-1, with Joe Lukeman recorded as abstaining.
On other business, members discussed the committee’s composition, the lack of set term limits and whether members must be sworn in as they are on some other boards. Mr. Milbrand stated the CIP Committee has been treated as a subcommittee of the Planning Board. Christina Goodwin reported that research with the Town Attorney recommended continuing Select Board appointment of CIP members. Mr. Milbrand offered to research initial establishment documents and any bylaws to clarify appointing authority and membership limits, which could determine whether alternates are needed.
The committee did not adopt any formal changes to appointment authority at this meeting.
