Property owner seeks conceptual OK to subdivide 8-acre Candia parcel

Richard Clark, the owner of an eight-acre parcel at 158 Healey Road, asked the Candia Planning Board on April 1 for a conceptual review of subdividing the property and said he was not seeking immediate development. He presented an expired wetlands delineation from 2013 and sought guidance on feasibility and regulatory steps.
The Board — led by Chairman Tim D’Arcy — told Clark the town requires a minimum of three acres and 200 feet of road frontage for each new lot and that each new lot must include at least 1.5 contiguous acres of dry upland soil. Board members noted wetlands and a seasonal stream running through the center of the parcel and said the left side of the property appeared to contain upland areas that could be buildable.
Board members said Clark may need a state wetlands crossing permit for any new driveway and explained that a minor-subdivision process would be required. That process, the Board said, involves submitting a formal application through the Land Use Office with current surveying and wetlands data, and demonstrating that proposed lots meet town buildability and setback requirements without providing specific house plans.
The Board also discussed tax implications, noting that separate tax bills would be issued for any newly created lot after the subdivision is approved and the deed is recorded at the Registry of Deeds. The Board did not render a determination of approval at the meeting; Clark was advised to prepare the required technical materials if he wishes to file a formal application.
