Chadron council approves sewer, road and water-main payments and a small change order; staff to propose tap fee for vacant lot

Council passed Resolution 2026-53 to accept Change Order No. 1 to Bittner Construction for the Cedar Butte Sanitary Sewer Extension District No. 71, a field adjustment tied to service reconnections near Royal Courts. City staff said the change order totaled $1,842 on an original contract of $130,020. Council then approved Resolution 2026-54, the contractor’s application for payment No. 1 to Bittner Construction in the amount of $131,862; staff described that payment as the one and final application for that contract stage.
The council also approved Resolution 2026-55, payment application No. 2 to Paul Reconstruction for the Stockade Road improvement project. City staff reported an original contract amount of $386,652 and that the total value of completed work stands at about $359,000; staff noted a small pending change order to address erosion control on the west side before street-light installation.
For water work, the council approved Resolution 2026-56, payment application No. 1 to K.O. Wood & Company for the 4th Street water-main replacement. Utility staff Tory Zuber said the project required an in-field change: crews added a valve and adjusted the intersection approach to reduce pavement removal and future cost. "We had one more valve back behind us where they started...that'll help us down the road," Zuber said, explaining the modification shortened later disturbance and could reduce overall concrete and asphalt replacement.
A councilmember noted interest from buyers now that sewer is available on a south lot next to Dunbar’s; the city will return at a future meeting with a proposed sanitary sewer tap fee and the legal mechanism (ordinance or resolution) needed to set it.
All infrastructure resolutions were approved by roll call with unanimous yes votes.
