Commissioners signal code correction to move fairgrounds costs to fair maintenance; claims agenda approved

During commissioner reports on July 9, Bannock County commissioners reviewed recent expenditures applied to Dan’s maintenance budget for work at the county fairgrounds and agreed that some items should be tracked as fair maintenance.

The chair raised a question about roughly $10,000 in front‑work costs at the fairgrounds — striping, parking delineators and mowing — that had been paid from Dan’s budget. Commissioner (speaker 5) said fair maintenance “should have funds to cover that” and recommended moving those items to the fair maintenance code so the fairboard and county residents see the expenses in the proper place.

Commissioners noted the payments were made because the fairboard had not budgeted for unforeseen work during the building completion; they asked staff to follow up with Dan to identify purchases and, if appropriate, perform a code correction to reclassify the spending. One commissioner said that reclassifying the costs would avoid unintentionally inflating Dan’s budget burden and would more accurately reflect the benefit received by fairgrounds users.

After the follow‑up discussion on coding and mowing responsibilities, the board voted to pay and approve the items on the claims agenda on a voice vote. The chair then moved to go into the Board of Equalization, and commissioners indicated assent.

The board directed staff to review the fairgrounds charges with Dan and to return with any necessary accounting adjustments.
