The Town of Candia Budget Committee reviewed encumbrances and the town’s Ambulance Revolving Fund at its April 8 meeting, identifying a police encumbrance total correction and a reporting requirement tied to a warrant article.
Chair Lynn Chivers said a math error needed correction: police encumbrances should total $86,089.44. The committee noted those encumbrances were tied to the Police Department’s budget lines.
Committee members also discussed the Ambulance Revolving Fund. According to the minutes, a warrant article to eliminate the revolving fund did not pass as originally drafted; the article was amended to require monthly summary reports to the Selectmen listing income, expenses and the fund balance. The committee clarified that the required monthly reports need not include a detailed transaction log, only summary income/expense/balance figures.
Steve Tremblay raised the question of a capital reserve fund: members said a capital reserve was established but not funded, and indicated that, going forward, funds will be moved into that Capital Reserve while the revolving fund is eliminated.
The committee did not record a formal vote on establishing funding for the capital reserve at this meeting; members discussed the administrative steps and reporting that will accompany the shift.
