Ware County manager recommends East Coast Asphalt low bid for 2026 LMIG resurfacing project

County Manager James Shubert reported at the May 11 work session that Statewide Engineering opened bids for resurfacing portions of East Ware Street, Tara Road and Gibbs Street/8 Mile Post Road under the 2026 Local Maintenance Improvement Grant (LMIG). He said East Coast Asphalt, LLC submitted the low bid of $459,455.54.
Shubert said the scope of the Gibbs Street segment was revised: instead of paving from the city limits to Huckleberry Road as originally written, the project will begin at Old Shop Road and proceed toward the city limits. He told commissioners the project will be funded by a portion of the county’s 2026 LMIG allocation and that remaining LMIG funds will be applied to complete a previously approved 2025 CDBG project at Josephine Park.
Shubert’s recommendation to add the bid-award item to the county’s regular meeting agenda was accepted for placement. No formal contract award or authorization took place during the work session; final approval will be on the regular meeting agenda.
Shubert’s presentation name-checked bidders East Coast Asphalt, Thrift Brothers, LLC, The Scruggs Company, and Curb and Gutter Professionals; Statewide Engineering handled the bid opening. Commissioner Leonard Burse clarified that Gibbs Street and 8 Mile Post Road are the same roadway where the name changes along a curve.
The item was listed for action on the regular meeting agenda. The commission did not vote on the contract during the work session.
