County approves $125,000 state-funded floodplain manager position for regional planning

The Lincoln County Board of Commissioners approved a $125,000 contract from the State Resilience Office to create a certified floodplain manager position based at the county planning office.
A representative of the Lincoln County Regional Planning Commission said the funding is part of a state program created after January 2024 flooding and is intended to add certified floodplain managers across regional planning organizations. The new position will be certified at the national level and work directly with Lincoln County municipalities on floodplain ordinances, permit interpretations and FEMA standards, and will provide workshops and technical assistance.
The planning representative said the position is intended to be an ongoing, annual contract and that the commission will provide a job description for the board at the next meeting. Commissioners moved and seconded the contract at the meeting and approved it by voice vote.
Board members noted the planning commission currently has four staff and that some positions are supported in part by grants; the new floodplain manager is intended to supplement local capacity and give towns direct technical support.
The board signed the contract and asked staff to return a job description and hiring timeline at the next meeting.
