Nevada council approves ADA sidewalk ordinance, tightens open-burning rules and awards 2026 street contract

The Nevada City Council on March 17 approved measures to advance sidewalk accessibility and public-works projects, amended the city’s open-burning rules and awarded the 2026 street improvements contract, according to the council minutes.
Mayor Carol Branham called the regular session to order at 7:00 p.m. and the council first approved a consent agenda that included minutes from the March 3 meeting and February department reports. Councilperson Miranda Selby moved to accept the consent agenda; Councilperson Kendall Vickers seconded and the motion passed unanimously.
The council placed Bill No. 2026-009, an ordinance authorizing an agreement with the Missouri Highway and Transportation Commission for sidewalk improvements to meet Americans with Disabilities Act (ADA) standards under project No. JSR0340, on second read and, after Mayor Branham read the title, passed it on second read by a 4-0 roll call vote (Selby, Vickers, Branham, Miles). Councilperson Selby moved to place Bill No. 2026-010, a general ordinance amending Chapter 27, Article IV of the Code of Ordinances relating to open burning regulations, on second read; the council passed that ordinance on second read by a 4-0 roll call vote (Miles, Selby, Vickers, Branham).
On procurement matters, Mayor Branham advised council members that the proposed contract with Westport Pools, LLC (doing business as Landmark Aquatic) required clarifications. Councilperson Kendall Vickers moved to postpone Bill No. 2026-011 indefinitely; Councilperson Bill Miles seconded, and the motion to postpone carried 4-0.
The council then considered Resolution No. 1910, which accepts the bid and authorizes payment to Emery Sapp and Sons, Inc., of Joplin, Missouri, for the city’s 2026 street improvements. Councilperson Miranda Selby moved to accept Resolution No. 1910; Councilperson Bill Miles seconded and the motion passed unanimously.
Mayor Branham said she received a request from NRMC asking for a letter of support to accompany a grant application through Congressman Alford’s office for a robotic surgical system. Councilperson Kendall Vickers moved to have the Mayor submit a letter of support on behalf of the council; Councilperson Miranda Selby seconded and the motion was approved unanimously.
City Manager Gary Edwards reminded council members of a work session scheduled for Wednesday, March 25 at 7:00 p.m. City Treasurer Bill Denman provided a financial update. Planning Commissioner Marvin Knoche told the council the Planning Commission will meet March 24 and expects its first report back from Marvin Planning Consultants on the comprehensive plan update.
The council’s formal votes recorded on the minutes were unanimous where shown. The council recessed for a five-minute break and then held an executive session to discuss contract negotiations; the minutes show the executive session concluded and the meeting adjourned at 7:49 p.m.
