Crested Butte council approves municipal-code amendment, moves to executive session to review town manager

Mayor Ian Billick and the Crested Butte Town Council met Dec. 1, 2025 and unanimously approved Ordinance No. 12, Series 2025, a second-reading amendment to Section 4-5-50 of the Crested Butte Municipal Code, after confirming public notice and recording no public comment.

The ordinance passed following a motion by Council member Mallika Magner, seconded by Council member Beth Goldstone; the roll-call vote recorded all members voting "Yes." The council also approved a consent agenda that included the Nov. 17, 2025 regular-meeting minutes, a services agreement authorizing the Crested Butte/Mt. Crested Butte Chamber of Commerce to operate the visitor center, and Resolution No. 37, Series 2025, a business lease with Mountain Mentors LLC. That consent motion was moved by Council member Gabi Prochaska and seconded by Goldstone and passed unanimously.

Mayor Billick confirmed that the public hearing on Ordinance No. 12 had adequate public notice, opened the hearing, and recorded that there were no public comments before closing the hearing and moving to a vote. The transcript records Town Attorney Karl Hanlon providing a legal report earlier in the meeting; the transcript does not provide the substance of Hanlon's remarks.

Council reports included a Mountain Express update from Mayor Billick and a Gunnison Valley Regional Housing Authority update from Council member Gabi Prochaska. The council also scheduled upcoming work sessions and regular meetings for Dec. 15, 2025 (6:00 p.m. work session; 7:00 p.m. regular meeting), Jan. 5, 2026 (6:00 p.m.; 7:00 p.m.), and Jan. 20, 2026 (6:00 p.m.; 7:00 p.m.).

Toward the end of the meeting Billick read a public-notice statement and the statutorily required basis for an executive session under Colorado law, identifying C.R.S. Section 24-6-402(4)(f) and describing the session as limited to a personnel matter: the council's review of the Town Manager. Council member Gabi Prochaska moved and Council member John O'Neal seconded to convene the executive session; the council voted unanimously to enter. The council entered executive session at 7:52 p.m., returned to open meeting at 8:55 p.m., and Billick made the required announcement upon return. The meeting was adjourned at 8:55 p.m.
