Crested Butte council adopts 2026 budget, approves fees and sets 10‑mill levy for street fund

The Crested Butte Town Council on Nov. 3 adopted the town’s 2026 budget, approved a new schedule of fees for the coming fiscal year and set a 10‑mill levy for the Street and Alley Fund.
Mayor Ian Billick opened the public hearing on the budget; there were no public comments, and the council adopted Resolution No. 32, Series 2025, on a motion by Councilmember Gabi Prochaska, seconded by Beth Goldstone. The roll call vote was recorded as unanimous among the members present.
The council then considered the mill levy for the Street and Alley Fund. Councilmember John O’Neal moved (seconded by Prochaska) to set the levy at nine mills; that motion failed after Goldstone and O’Neal voted yes and Prochaska, Anna Fenerty, Mallika Magner, Kent Cowherd and Billick voted no. Prochaska subsequently moved (seconded by Cowherd) to set the levy at ten mills; that motion passed 5–2 with Fenerty and Magner opposed.
The council also approved Resolution No. 34, Series 2025, adopting the fiscal year 2026 fee schedule on a unanimous roll call. Earlier in the meeting Mallika Magner removed the Quarter 3 financial update from the consent agenda for discussion; after questions from Magner, staff answered those questions and the amended consent agenda was approved.
Council appointed three members to the Design Standards Update Advisory Committee after Magner, Prochaska and Cowherd volunteered. Fenerty moved and John O’Neal seconded the appointments; the motion passed by roll call.
"There were no comments," Mayor Billick said during the budget hearing, noting the absence of public testimony on the budget.
What happens next: the 2026 budget and fee schedule will be effective beginning Jan. 1, 2026, and the Town will implement the adopted fee schedule and mill levy as part of its fiscal-year accounting.
