Town board moves 2025 tentative budget to preliminary, schedules Nov. 4 public hearing; considers ARPA help for village pool

Supervisor Joseph Cetta called the Town Board meeting to order at 6:00 p.m. on Oct. 16, 2024, where the board reviewed the proposed 2025 tentative budget and agreed to schedule a public hearing on the proposal.
Bookkeeper Ronda Williams presented the budget and said, “the appropriations ($2,551,617.00) are up 2.65%, while the tax levy ($1,362,249.00) is down 2.11%,” noting both figures are within the allowable 3.14% tax cap. Williams told the board that higher interest income this year helped reduce pressure on taxpayers and recommended replacing the proposed health-insurance line for full-time elected officials with a $3,500 health-reimbursement allowance.
The board discussed local funding needs for a municipal pool project after Mayor Snow asked for help with the 20% local share. Williams suggested that any leftover American Rescue Plan Act (ARPA) funds at year-end could be donated to the village to help cover that obligation, and the board agreed to revisit the proposal at the November meeting.
Board members also discussed seeking a share of county sales-tax revenue after the Village Mayor’s Association asked the County Finance Committee to consider splitting a $30,000,000 sales-tax pool. Supervisor Joseph Cetta was asked to pursue the revenue-sharing idea; Williams had provided the board with a spreadsheet illustrating what a 12% distribution would look like for towns and villages.
Councilman Kevin Armstrong moved and Councilperson Luis Rodriguez-Betancourt seconded RESOLUTION #104 to move the 2025 tentative budget to the preliminary budget and to hold a public hearing on Nov. 4, 2024, at 6:00 p.m. The board voted, “All in favor, motion carried.” With no further business, the meeting adjourned at 7:47 p.m.
The board will take public comment at the Nov. 4 hearing and may revise the preliminary budget before adopting a final 2025 budget.
