The Manitou Springs City Council on July 7 approved first reading of Ordinance 06-26 to amend Title 10, Chapter 26 of the municipal code governing automated vehicle identification (AVI) systems and set a public hearing for July 21, 2026.
"[The new state law] doesn't allow them to make money based on the number of tickets issued or the volume of tickets issued," said Jeff, describing contract-structure limits the ordinance incorporates. The ordinance also adds notice requirements and clarifies procedures for disputing notices of violation; Councilor Julie Wolf suggested a clearer sentence for the deadline to file a hearing to dispute a notice, and council accepted her wording.
Council member Julie Wolf asked for a change to subsection e to clarify the timeline for filing a dispute; Jeff agreed to incorporate the language. Mayor Natalie Johnson moved to approve first reading with Councilor Wolf’s recommended change; the motion carried unanimously.
The ordinance amendment was presented as mainly procedural — updating local code to match new state statutory requirements and to ensure contracts with providers use flat fees rather than per-ticket incentives. Council scheduled a public hearing on July 21, 2026 to receive additional public comment before any later reading or adoption.
