Darmstadt council approves first reading of portable meter ordinance; considers well-user and electric flat-fee changes

The Darmstadt Town Council on Feb. 25 approved routine business and advanced a proposed portable meter ordinance on a 4-0 voice vote, and discussed draft ordinances to update well-user fees and to raise the electric flat fee on sewer billing.
At the start of the meeting, Ray Engler moved and Crystal Kahre seconded a motion to accept the minutes from last months meeting; the motion passed 4-0. Engler then moved, seconded by Cecil Poag, to accept last months financial report; that motion also passed 4-0. Engler moved and Poag seconded to approve accounts-payable claims; that motion passed 4-0.
Under old business, Attorney Josh Claybourn said mag meter calibration information will be included in mandate communications. For the portable meter program, Council Member Cecil Poag moved and Ray Engler seconded a motion to approve the first reading of ordinance 2025-1 (portable meters); the motion passed by a 4-0 voice vote. Poag said he has a new form for residents to complete when picking up a portable meter.
In new business the council discussed updating the well-user ordinance to add an administrative fee that would apply to well users as well as city-water meter users; Clerk-Treasurer Mallory Lowe said the old ordinance wording needs revision and Attorney Claybourn will rewrite the ordinance for the next meeting.
Cecil Poag proposed increasing the electric flat fee applied on sewer bills to mirror CenterPoints 20% rate increase effective in March, raising the current flat fee from $14.74 to $17.69; Claybourn will draft an ordinance to implement the change if the council approves it at a future meeting. There were no further attorney or board-member comments and the meeting adjourned at 7:32 p.m.
