Darmstadt council: DLGF review finds town budget in order; public hearings set for Sept. 17 and Oct. 15

Clerk-Treasurer Mallory Lowe told the Darmstadt Town Council on Aug. 20 that the annual budget workshop with Robert Norris of the Indiana Department of Local Government Finance found the town’s funds, levies and balances “in good shape and our funds and budget numbers look good and in line for 2025.”
The DLGF provided a 14-step checklist that Lowe said the town will complete before budget season ends. Lowe said the council will hold a public budget meeting on Sept. 17 and an adoption hearing on Oct. 15. The checklist and schedule are intended to ensure the town’s levy, revenues and fund balances meet state requirements before spending authority is finalized.
Lowe also reported that insurance agent Torian has been preparing applications to return Darmstadt to a normal municipal insurance policy after the town’s previous insurer dropped coverage following criminal actions by a former council president that, according to Lowe, created a high liability classification. Torian requested updated lists of newly appointed officials for submission to underwriters.
Lowe said she has forwarded DLGF materials to the council for transparency and continues to work with CenterPoint to restore electric billing records that were disrupted when account numbers changed. Lowe said the town waived July late fees for sewer bills because many residents did not receive mailings on time.
The council took no formal additional action on the insurance matter during the meeting; Lowe said the agent is pursuing normal municipal coverage and will report back as underwriters respond.
