Fenton board approves dog-control contract with Broome County Humane Society

The Town of Fenton on June 24 approved a contract with the Broome County Humane Society (BCHS) for animal shelter services and authorized the town supervisor to sign the agreement and a county letter terminating the prior shelter-services contract.
Deputy Supervisor Thomas Moss moved to approve the proposed contract and the County termination letter; Councilman Richard Pray seconded the motion. Supervisor David Gunster noted the agreement contains an invoice-and-approval requirement: 'No payments shall be made by the Municipality until BCHS submits a properly itemized and signed invoice that has been reviewed and approved for payment by the Municipality. Payments for stray dogs delivered to BCHS by the Municipality’s Dog Control Officer(s) shall be made at a rate of Two Hundred Seventy-Five Dollars ($275.00) per stray dog and shall not exceed Five Thousand Dollars ($5,000) per calendar year during the term of this Agreement.' The Town will pay BCHS on an itemized, approved-invoice basis.
Board members recorded aye votes from Moss, Pray and Supervisor Gunster; Councilman Thomas Cook and Board Member Michael Husar were absent. The motion carried.
The meeting minutes state the rate the Humane Society is charging the Town is less than the amount the County previously charged the Town for the same services. The board did not record public comment on the contract during the work session.
