The Sedona City Council voted Tuesday afternoon to convene an executive session to receive legal advice on security plans and to discuss the annual performance evaluation of city lobbyist Kathy Sensaman, the chair said.
The chair opened the meeting at 2:01 p.m. and asked the clerk to read the roll. During the agenda review the chair read the statutory authority for a closed session under Arizona Revised Statutes (ARS) 38-431.03 and identified two authorized purposes: consultation with the city attorney regarding security plans and measures, and discussion of personnel matters limited to Sensaman’s performance goals and annual evaluation.
The clerk moved “that we move to executive session to cover the 2 topics as described,” and the chair seconded the motion. The chair called for those in favor, members responded “Aye,” and the chair announced, “We are now in executive session.” The transcript does not record a roll-call vote or a numerical tally; the motion was carried by voice vote, tally not specified.
After the executive session concluded, the chair said the council had returned to open session and announced the meeting was adjourned until 4:00 p.m.
The council did not publicly discuss details of the matters handled in executive session. The statutory citations read into the record were ARS 38-431.03(A)(1) for personnel matters and ARS 38-431.03(A)(3) and (9) for legal advice related to security plans and measures.
