Committee members raised licensing and technical concerns. One member noted differences in music-licensing terms between broadcast and streaming and asked whether an app could trigger different requirements; staff responded that current streaming licenses typically cover digital distribution but cautioned the group to confirm terms before proceeding.
Staff also said the station is exploring small, incremental steps — for example, starting with a basic streaming app and adding features later — and noted potential server or security questions to address before launch.
