Port Authority updated on Foreign Trade Zone application; legal response submitted, approval could take up to six months

County staff told the St. Charles County Port Authority the Foreign Trade Zone (FTZ) application was amended after FTZ staff questioned joint authority with St. Louis County; the amendment and a concurrence letter were submitted March 24 and legal counsel says final approval could take up to six months.
Michael Hurlbert, St. Charles County Director of Community Development, told the Port Authority on April 8 that FTZ reviewers had raised questions about the legal authority for a joint application involving St. Louis County and St. Charles County. Hurlbert said St. Louis County Port attorneys and the World Trade Center prepared a legal authority paper in response that was accepted, and the county amended its application accordingly and included a concurrence letter from the County Executive. All documents were submitted on March 24, 2026.
Scott Taylor of Sandler, Travis & Rosenberg, P.A., who advised on the application, told the board the review process could take time: "it could take up to 6 months to get the final approval of the application," he said.
Hurlbert said County Workforce Development and the Economic Development Council will work together to introduce companies to the Foreign Trade Zone if it is approved. The board received the status update and no further action was taken at the meeting.
