Bland County supervisors approve grants, authorize two precinct relocations and extend audit deadline

The Bland County Board of Supervisors met at the Bland County Courthouse on Dec. 23, 2025, and approved a series of appropriations, budget adjustments and administrative actions intended to fund public safety equipment, support county operations and begin relocating two voting precincts.
Chair Randy Johnson called the meeting to order at 5:00 p.m. and the board amended the agenda to add a request relating to relocation of the Seddon and Rocky Gap precincts. The amendment was moved by Keith Costello and seconded by Patrick Groseclose and carried unanimously.
The board approved the consent agenda, which included payrolls of $157,911.55 (Nov. 28) and $171,297.05 (Dec. 16), vendor bills totaling $124,127.25 for November and $623,259.02 for December, various office reports, a Social Services local allotment appropriation of $14,615.46 and the Bland County School Board's January 2026 requisition of $1,128,966.42. Stephen Kelley moved the consent agenda; Patrick Groseclose seconded and the roll call vote was unanimous.
Appropriations and grant actions passed include: approval and appropriation of a $99,930 Virginia Department of Fire Programs Personal Protective Equipment (PPE) grant; a Bland County Litter Prevention and Recycling Program grant of $9,953.46; and a $35,000 AEP Foundation grant to purchase an emergency services vehicle for the Hollybrook Volunteer Fire Department. The board also approved a $17,500 transfer within the E911 fund from Dispatch Center Equipment (035700-8213) to Salary and Wages (035700-1100).
Supervisors also adopted the 2026 payroll and holiday calendar and approved trash bill adjustments for September through December 2025 totaling $10,081.59.
The board approved an extension of the FY25 audit filing deadline to Jan. 15, 2026. Keith Costello moved to approve the extension; Stephen Kelley seconded and the motion passed unanimously.
On a motion by Keith Costello, seconded by Patrick Groseclose, the board authorized the County Attorney to begin the legal process to relocate the Seddon precinct to the Bland County Public Library and the Rocky Gap precinct to the Rocky Gap Volunteer Fire Department building. The motion carried.
The board then entered executive session to discuss legal matters related to the Regional Improvement Commission under Section 2.2-3711(7) of the Code of Virginia. After returning to regular session, the board adopted the certification required by Section 2.2-3712 of the Code of Virginia on a roll call vote.
The meeting recessed and was adjourned until Jan. 2, 2026, at 4:00 p.m.
