Bland County supervisors approve 1.5% employee bonus, budget transfers and opioid settlement participation

At their Aug. 26 meeting, the Bland County Board of Supervisors approved a 1.5% local employee bonus, adopted FY25 budget transfers totaling $371,438, authorized participation in a proposed opioid settlement and approved several appropriations and permits.
The Bland County Board of Supervisors voted unanimously on Aug. 26, 2025, to adopt an ordinance authorizing a 1.5% bonus for full‑time county employees and to approve a package of budget adjustments and appropriations at their regular meeting at the Bland County Courthouse.
The bonus ordinance was adopted after a public hearing at which no members of the public spoke. Supervisor Stephen Kelley moved to adopt the ordinance and Patrick Groseclose seconded; the roll call vote recorded Mr. Kelley, Mr. Groseclose and Chair Randy Johnson as voting yea.
In the same meeting the board adopted FY25 transfers and supplements totaling $371,438.00, a motion made by Patrick Groseclose and seconded by Stephen Kelley. The consent agenda—approved earlier in the meeting—included payroll for July 31 ($158,546.39) and Aug. 15 ($151,909.74), July bills ($121,410.27), August bills ($578,526.16), departmental reports, the June Social Services local allotment appropriation of $16,372.30 and the Bland County School Board’s September requisition of $1,136,964.08.
The board also approved a FY26 appropriation of $1,567.50 to the Mount Rogers Regional Partnership and approved the FY26–27 Mount Rogers Community Services performance contract. Both measures passed on unanimous roll call votes among members present.
Supervisors voted to adopt a resolution directing the county attorney and outside counsel to execute documents necessary for Bland County to participate in the proposed direct settlement of opioid‑related claims against the Sackler family. The motion to adopt the resolution was made by Stephen Kelley and seconded by Patrick Groseclose and carried on roll call.
Other actions approved included a request to VDOT for placement of a "Children at play" sign on Main Street; a $1,200 transfer from the Wolf Creek Indian Village reconstruction fund to crime insurance; authorization to advertise a public hearing on proposed FY26 budgeted employee bonuses; issuance and fee waivers for entertainment permits for the Bland County Fair, Mountain Top Holiness Church and the Bland County Festival of Leaves; publication of the delinquent tax list in the SWVA Sun online; and adoption of a FOIA Rights and Responsibilities document, which named Teresa Tolbert as the county FOIA officer.
