Monett council approves multi-contractor sewer maintenance contract (Bill 9169)

Monett city staff recommended and the council approved Bill 9169 to award a multi-part sanitary sewer collection system maintenance contract that covers cured-in-place pipelining, open-cut point repair and other maintenance categories.
Public works staff explained that, because the contract is maintenance-driven, they evaluated bid tabs by isolating the four or five items expected to be used most frequently and chose the lowest cost for those items rather than the single lowest overall bidder. Staff recommended SMICO for part 1 (cured-in-place) and ACE for parts of the work and noted one contractor’s name for another segment was not recalled and will be included in the final contract documents. The staff presentation also said manhole rehabilitation was intentionally excluded because the city has been satisfied with a separate provider used through a procurement agency.
Council discussed timing and urgency: staff said several contractors have different schedules so the double-reading was sought to allow the work to begin when contractors are available. A member of the press asked whether the contract included work types different from prior years; staff said the contract added four-foot service liners to address failing laterals without full street excavation.
The council approved the motion to move to second reading and then approved the ordinance on roll call, noting a scrivener’s error in the address section (Odessa, Missouri corrected in final version). The approved action authorizes the city administrator and staff to finalize contract documents and proceed with procurement as described.
The council instructed staff to correct the address and finalize award details in the contract documents; work schedules will be coordinated with awarded contractors after close-out of the contract paperwork.
