Commissioners approve consent items including transit Title VI policy and promotion of Jamie Rutgers

Morrow County commissioners moved through routine consent business on June 8, approving bills, fund transfers, program certifications and personnel changes by roll call votes.
The board approved bills numbered 1 through A113 and several fund transfers, including moving certain Land Bank accounts to cover first-quarter wages and a transfer into the engineers fund. The clerk also asked the board to authorize the chairman to sign an environmental review certification related to the county’s Community Development Block Grant program; that item was approved by roll call.
The board voted to adopt the Morrow County Area Transit and CAT Title VI program policy governing nondiscrimination in transit services. The clerk recorded the roll call and the policy was approved.
On personnel business, commissioners approved a promotion for Jamie Rutgers from director of operations to county administrator/development director, effective June 14, 2026. "We appreciate everything that you've contributed," one commissioner said during a brief recognition of Rutgers following the vote.
The board also signed the plat of survey for Nickel Common Access Drive in Bennington Township and approved temporary liquor permits for the Morrow County Agricultural Society’s fair; the record shows affirmative roll-call responses from the members present, with one recorded no on the liquor permit vote.
All votes were recorded by the clerk; the meeting minutes show motions, seconds and roll-call confirmations for each listed item. No contested or tabled motions were recorded during the consent portion of the session.
