Bland County supervisors approve leases, budget amendments, appointments and grants

Bland County Board of Supervisors members approved a series of measures at their May 27, 2025 regular meeting, including a 10-year lease for the Bland County Fair, multiple FY25 budget amendments and community grant allocations, and appointments to local authorities.
County Administrator Cameron Burton told the board the longstanding lease with Bland County Fair, Inc. will be changed from a two-year term to a 10-year term; the board approved the lease and authorized the county administrator to sign. The board also approved the Virginia Department of Transportation (VDOT) secondary six-year plan as presented after a review by James Schwartz of VDOT. Both actions were taken after public hearings in which no members of the public spoke.
On finance and appropriations, the board recorded these approvals by roll call: consent-agenda items including payroll and vendor payments and the Bland County School Board’s June 2025 requisition ($1,141,146.10); a library budget increase of $8,000; a $10,000 grant from the Virginia Tourism Corporation to the tourism budget; and the FY25 Children’s Services Act (CSA) supplement appropriation totaling $399,596.32 (state $331,892.03; local $67,704.29). The board also approved FY25 Blue Line allocations to local organizations as follows: Bland Fire Department $4,000; Rocky Gap Fire Department $4,000; Hollybrook Fire Department $4,000; Ceres Fire Department $4,000; Grapefield Fire Department $4,000; Shannakai Youth Mentor Program $4,000; Ceres Alumni Association $4,000; Bland Rescue Squad $4,000; Bland Tactical Team Equipment $5,000; Rocky Gap Ruritan $1,500; Mechanicsburg Ruritan $1,500; Bland American Legion $1,500.
Members also approved appropriations from Board of Supervisors community funds with allocations reported by member: (Kelley) Bland Fire Department $1,200; Festival of Leaves $250; Historical Society $250; Beautification Committee $200; Bland County Fair, Inc. $100; Tazewell County Career and Technical Center $300; (Costello) Festival of Leaves $1,000; Rocky Gap Fire Department $1,000; Tazewell County Career and Technical Center $300; (Groseclose) Grapefield Fire Department $700; Ceres Fire Department $1,000; Lost Fantasy Animal Rescue $300; Ceres Alumni Association $500; Tazewell County Career and Technical Center $100; (Johnson) Hollybrook Fire Department $1,000; Mechanicsburg Ruritan $700; Hollybrook Community Center $300; Tazewell County Career and Technical Center $300.
The board made two appointments: Andy Davis was appointed to the Economic Development Authority with a term through Dec. 31, 2027, and the board recommended Amy Havens to the Bland County Board of Zoning Appeals (term to Dec. 31, 2027). The meeting was recessed to Friday, June 6, 2025 at 4:00 p.m.
