Queenstown Commissioners approve short-term financing steps, buy hydrant flusher and set community events

The Queenstown Commissioners on Oct. 24 approved several procedural and financial measures intended to support town operations and water infrastructure, and set dates for upcoming community events.
Patricia Bowell, chair of the Finance Committee, reviewed fund balances and recommended the town pursue a $250,000 revolving line of credit to smooth cash flow. She also recommended withdrawing up to $50,000 from existing certificates of deposit to cover loan payments in the water-sewer account. President Thomas B. Willis Jr. moved to authorize Bowell to pursue the credit line and to withdraw up to $50,000 from CDs; Commissioner Jolger Schuster seconded both motions and each passed 2–0.
On public works, contract employee Lane Cole reported pipe work on Melvin Ave. to Messick Lane was nearly complete and noted a ditch at R & D Electric was clogging stormwater from Rt. 18. Amy Moore, town manager and clerk-treasurer, reported that replacement membranes for the water system were delivered on Oct. 25 and scheduled for installation Oct. 29–30; she said this work "will be done all at the expense of Ovivo." After a White Marsh observation recommending a truck-mounted flusher for hydrant flushing, President Willis moved to purchase a flusher for $1,250; Commissioner Schuster seconded the motion and it passed 2–0. The commissioners asked staff to obtain prices for necessary accessories.
The board approved routine minutes and financial reports (General Fund checking $296,222.03; Water Sewer Fund checking $7,541.72; WWTP Project checking $13,498.34). The clerk reported the 2018 Queenstown Yard Sale raised $260, with a $149.97 donation to the Queenstown Volunteer Fire Department; the commission also agreed to host the Nov. 14 COG meeting, proceed with tree-lighting on Nov. 30 at 7:00 p.m., and tentatively schedule a Dec. 12 Christmas party. President Willis moved to sponsor a 1/6-page ad for $199 for the Officer Phil booklet; Commissioner Schuster seconded the motion and it passed 2–0.
Old business on development concepts for the Wheatlands property was tabled until Commissioner Al Hardee could attend. During public comment Phil Snyder asked the attorney to contact the owner of the old Getty station regarding property maintenance; the clerk will provide photos to the attorney for follow up.
