Commissioners approve CR #15 reconstruction project management and grant DOT design exception

Commissioner Dailey moved to approve the project management agreement and Commissioner Ustad seconded; the motion carried. Commissioner Ustad then moved to approve the DOT request for exception to allow the replacement structure to match or exceed the flow of the existing structure; Commissioner Dailey seconded and the motion carried.
The board also approved two utility permits connected to the reconstruction work. Midwest Fiber Networks was authorized to lower fiber in place to accommodate culvert replacements. Alliance Communications was approved to rebury approximately 2,150 feet of 96‑count fiber cable that will be affected by the road work. Both permits carried without recorded dissent.
County staff recorded that the professional services agreement will provide project management and that follow‑up tasks include coordinating with SD DOT and the utility companies on construction sequencing and documentation. The board’s approvals enable the county to proceed with contractor coordination and utility relocation work tied to the CR #15 schedule.
