Planning Board records transparency letter, hears clarification on solar‑array setbacks and discusses VPI meeting

At the Nov. 6, 2025 meeting, Planning Board members placed a letter from local resident Steve Freeman into the record concerning transparency in city processes and heard staff clarify an apparent discrepancy in setback guidance for solar‑array proposals.

Penny Anderson noted a letter from Steve Freeman to City Manager Sonja Eyler and City Councilors was included in members27 packets and requested placement into the record. Tim St. Peter, deputy director, addressed an item from the Nov. 5 City Council agenda concerning setback requirements for solar arrays, saying the City Manager27s recommendation (0–150 feet from a paved roadway) and his later memo (250 feet) were issued at different times and the discrepancy resulted from timing and a communication gap and was not intended to be misleading.

Chairman Bruce Roope reported that the City Council had since set solar‑farm setbacks at 100 feet from paved roadways, 400 feet from residences, and retained a four‑row tree buffering requirement. The board also discussed the Village Partnership Initiative (VPI) meeting scheduled for Nov. 17; Andy Flewelling volunteered to attend and report back. Staff recommended the book "Walkable City," and members discussed a Maine Municipal Association training for Planning Board and Board of Appeals members. Staff said the Planning Board will begin strategic planning next year and would try to locate earlier strategic‑plan materials prepared by City Manager Jim Bennett.

The board adjourned at 7:28 PM. The minutes list a Planning Board meeting in December when three public hearings will be on the agenda; the minutes contain inconsistent dates for the upcoming meeting (Dec. 4 and Dec. 6, 2025).
