Board continues housing trust fund charter amendment to July 14 after discussion

On July 7 the San Francisco Board of Supervisors took up a charter amendment to increase the amount the city must appropriate annually to the housing trust fund, extend its sunset date from July 1, 2043 to July 1, 2058, and allow temporary freezes or reductions under specified circumstances. The measure was continued to the board’s July 14 meeting.
Supervisor Chen framed the amendment as part of a broader strategy to scale affordable-housing production and said he had requested an independent analysis earlier in the year to identify funding and financing mechanisms. Chen added his support and listed the amendment among several financing strategies, including a municipal financial corporation and public bank.
Supervisor Walton said she would support the continuance and the measure for now but expressed concern that increases in the trust fund could be inconsistent with simultaneous reductions to affordable-housing production in other measures, and said she intended to advocate on that point going forward.
Because the item was the first appearance of a proposed charter amendment, the clerk noted board rules requiring a continuance between first appearance and subsequent votes; the board continued the item to 07/14/2026 for further consideration and any required analyses.
